Tshwane Metro Police Deputy Commissioner Umashi Dhlamini has been placed on immediate suspension following serious allegations of tender irregularities raised during proceedings at the Madlanga Commission of Inquiry.
The suspension took effect on Friday, March 20, 2026, after Dhlamini requested to be placed on suspension himself. TMPD Commissioner Yolande Faro considered the request and approved it, according to a statement from the Tshwane Metro Police Department Communication Unit.
The allegations emerged earlier this week when the commission heard evidence involving WhatsApp messages between Dhlamini and Sergeant Fannie Nkosi, a member of the Gauteng Organised Crime Unit. In the messages, Dhlamini is allegedly seen instructing Nkosi to approach the City of Tshwane’s Chief Financial Officer to influence a multi-million rand TMPD security tender. The goal was reportedly to ensure that specific companies were awarded the contract.
The statement emphasized that the suspension is a standard risk-management measure designed to safeguard the integrity of the ongoing investigative process. It does not constitute a disciplinary sanction and does not imply any finding of guilt on Dhlamini’s part.
The action is intended to allow for a fair, thorough, and uninterrupted investigation into the allegations. Dhlamini was responsible for support and administration within the Tshwane Metro Police Department.
The developments form part of broader scrutiny at the Madlanga Commission, which is examining various claims of corruption and improper influence in municipal and police-related processes in Tshwane.
